Gov. John Bel Edwards recently proposed a budget that would award only the top-tier students in the state the popular TOPS scholarship.
The proposed budget would only fund 21 percent to TOPS total cost and would leave a $233 million shortfall, The Advocate reports.
A minimum score of 28 on the ACT would be required for students seeking full tuition reimbursement, a standard that would leave around 9,000 students eligible for the scholarship.
